Does relining reduce the pipe diameter?
Slightly, by the thickness of the liner. On a 110 mm domestic sewer the loss is small enough that flow usually improves, because the new surface is smoother than the old pipe.
Can a collapsed pipe be relined?
No. A liner needs a host pipe to cure against. A collapse has to be excavated and replaced, though the rest of the run can often still be lined.
