It is issued under the City of Cape Town Water By-law and is narrower than a full plumbing report. It certifies that:
- The hot water cylinder installation complies with SANS 10252 and SANS 10254.
- Water pipes, particularly in the roof space, are correctly saddled.
- The water meter registers when water is drawn and stops when it is not, which means no leaks.
- The private isolating valve is in place and working.
- No storm water discharges into the sewer system.
The Items That Usually Fail
- A missing or failed pressure-reducing valve. Cape Town mains pressure regularly exceeds the 400 kPa allowed at the cylinder.
- No vacuum breaker on the geyser cold supply.
- Overflow pipes discharging where they cannot be seen.
- A missing geyser drip tray, except on cylinders installed before 2006.

Is a plumbing certificate compulsory in Cape Town?
Yes. The City of Cape Town Water By-law requires a valid water installation certificate of compliance before a property transfer can register within the City's boundaries. The Deeds Office will not register without it.
Can I use the previous owner's certificate?
No. Unlike an electrical certificate, the water installation certificate must be issued fresh for every transfer and cannot be carried over.
How long is it valid for?
Six months from issue, provided no alterations are made to the installation afterwards. New plumbing work, including a geyser replacement, may require a fresh inspection.
Is this the same as a full plumbing inspection?
